OpenAI Pushes for Chips Act Tax Breaks to Include AI Data Centers

A letter from OpenAI has outlined how the company hopes the US government can help fund its plans to build new data centers for artificial intelligence (AI).

The letter, written by Chris Lehane, OpenAI’s chief of global affairs, was sent to Michael Kratsios, the White House’s director of science and technology policy.

According to the letter, the company asked officials to broaden the Advanced Manufacturing Investment Credit (AMIC) to include semiconductor plants, power grid components, AI servers, and data centers.

The AMIC is a 35% tax credit created under the Biden administration’s Chips Act. OpenAI stated that expanding the credit would make early investment less risky and attract more private funding for US AI development. Lehane wrote:

Broadening coverage of the AMIC will lower the effective cost of capital, de-risk early investment, and unlock private capital to help alleviate bottlenecks and accelerate the AI build in the US.

In addition to tax incentives, OpenAI’s letter urged the government to make the approval process for construction and environmental reviews faster.

It also recommended establishing a national reserve of key materials, such as copper, aluminum, and refined rare-earth minerals, which are essential for the construction of advanced computing facilities.
