According to a report by Fox News, the video appeared after Director of National Intelligence Tulsi Gabbard released documents accusing Obama and his security team of making up the 2016 Russia interference story to undermine Trump’s presidency.
Gabbard stated that the materials include over 100 files. According to her, these documents showed that the plan was put in motion before Obama left office, after President Trump had already won the election.

She said she would pass the evidence to the Department of Justice and ask for legal action. So far, there has been no public response from Obama, his former staff, or the Department of Justice.
The 45-second video, originally from TikTok, opens with footage of Obama saying during a speech that "no one, especially the president, is above the law". The clip then cuts to other Democrats, including Joe Biden and Nancy Pelosi, who repeat the same phrase.
