A developer using the alias "Hu Lezhi" has transferred over 2,000 Ethereum
The transactions took place between February 10 and 17, with the largest single transfer of 591.6 ETH, worth about $1.6 million, sent to WikiLeaks on February 17.
Hu Lezhi shared claims through on-chain messages. One message, translated from their original text, stated, “Brain-computer chips have been deployed militarily on a large scale. All military powers are using base stations, radios and nano-brain-computer chips to control all citizens”.

In addition to the claims about governments, Lezhi accused two executives at hedge fund Kuande Investment, also known as WizardQuant, of using similar technology to control employees. The individuals named were Feng Xin, a co-founder and chief risk officer, and Xu Yuzhi, the firm’s chief investment officer.
Hu Lezhi’s messages first appeared in an earlier communication with WikiLeaks on February 10, where they warned about a crime involving victims losing their senses and becoming completely dependent on digital systems.
Alongside the 711.5 ETH sent to WikiLeaks, Lezhi burned 603 ETH, worth about $1.65 million, sending similar messages in the transaction records. Additional transfers included 700 ETH to an address labeled “ndao.eth” and 33 ETH to another unnamed recipient.
